It really depends on your targets. If you are going after ratters/plexers, they will often fit rat specific tanks, having a drone damage type other than the expected tanking can be helpful...though training to lvl4 may be overkill for the amount ...

I went with the middle ground. I found I was primarily using Heavy Pulse lasers in my fittings so I took the medium pulse laser spec to V and then started cross training other races. 2% boost can be handy in a pinch, but like everyone else said, ...
